Thorold Hires New Chief Administrative Officer

The City of Thorold is pleased to announce the appointment of Manoj Dilwaria as Chief Administrative Officer for the City as of August 8, 2017. In this role, Mr. Dilwaria will be responsible for organizational leadership, strategic advice, and the advancement of priorities for all municipal departments, consistent with Council plans and policies. Manoj has been the Acting CAO since March 2017, in addition to his role of Director of Development and Engineering Services where he oversaw the Engineering, Planning, Building and Development Departments.

For over 25 years, Manoj has provided leadership, customer focused management and technical expertise to both the public and private sectors within Canada and internationally. Manoj blends a global perspective with local insight, which he has been successfully utilizing in the development and implementation of “custom-made” solutions.

While leading a wide variety of strategic initiatives, he has effectively dealt with various levels of government, diverse stakeholder groups and members of the public in presenting complex information in a clear and concise manner. Throughout his career, he has been successful in building effective multi-disciplinary teams through motivating/mentoring staff and creating harmonious work environments, which resulted in the successful completion of numerous programs/initiatives.

Mr. Dilwaria has a Master’s degree in Planning and a Bachelor’s degree in Civil Engineering, and has completed several training courses relating to organizational leadership and management. He is a Registered Professional Planner (Canada), Fellow of Institute of Transportation Engineers (USA/Canada), member of the Canadian Association of Municipal Administrators and other professional organizations, and is on the Board of Directors of the Ontario Traffic Council and the Canadian Institute of Transportation Engineers.

Mayor Ted Luciani states that “I am very pleased that Manoj has accepted the position of C.A.O. I, along with Council, have been working closely with him for the past several months and we are very happy with the progress that has been made. We are confident that he will continue to provide the leadership required for the future success of our City.”
